Working with an Inexperienced Company on a Federal Proposal
A Pennsylvania-based fresh fruit and vegetable retail company with no federal experience hired The Development Source to bid on a contract opportunity to provide food produce to commissaries through the US Defense Commissary Agency. We toured the company’s plant and several commissaries and then created a comprehensive proposal scheduled to take the company from conceptualization to the delivery of the application.
For several months, The Development Source worked closely with subject-matter experts at the company to create (1) a proposal narrative that was complete, compliant, and persuasive; (2) maps, charts, photographs, and other proposal visuals; and (3) a competitive budget. The final government proposal narrative was approximately 100 pages. The company’s application received the highest rating and it was awarded a contract by the US Defense Commissary Agency.
Working with a Highly Experienced Company on a Federal Proposal
One of the largest information technology companies in the world hired The Development Source to help bid on the largest federal acquisition ever announced – a potential $50 billion worth of business over a 10-year period. For several years, we worked on this project as the only outside consultant on the proposal team. Our focus was on the management volume of the proposal. We collaborated with subject-matter experts all over the world to develop the following sections of the proposal: Quality Control Plan; Risk Management Plan; Project Management; Global Capability; Small Business Subcontracting Plan; Transition Plan; Earned Value Management Plan; and the Company Profile. The Development Source also helped write and edit the entire proposal.
This information technology company’s proposal received a very high rating. It was one of over 20 companies that became part of a new US General Services Administration government-wide acquisitions program.
Working on Proposal Development with a Small Business
The Development Source has been assisting a certified 8(a), HUBZone, and woman-owned business that provides information technology services to government agencies. In response to very tight deadlines, we have worked closely with the company’s president to respond to Request for Information, Request for Quotes, and Request for Proposals. As a result, the company has won new contracts with federal agencies, including the US Department of Defense and the US Department of the Interior.
